I'm reasonably excited about the new bounty system. It's not a game changer, by any means, but it gives some added utility to gankers, and some added utility to the charitable.
Bounties are a feature that I'll use occasionally. More so than kill rights. I rarely get people's kill rights, and they rarely get mine. So that feature is barely going to enter my sphere of influence. Maybe helping corp mates shed their kill rights, popping shuttles on the Egghelende undock, that'll be the extent of my exposure to them. I doubt I'll be much bothered to go after people with kill rights. I live in lowsec. I have enough targets as it is.
I think it's kinda cool that bounties effectively become the missing ship insurance for gankers. And no doubt they'll welcome the extra income from their activities. Gank someone with a 100M bounty, collect an extra 20M ISK. It'll help out with the ship losses and the profit margins, for sure.
I expect the bounty system is going see some widespread and rampant use by the playerbase. The fact that you'll be able to set bounties on anyone, no matter their sec status is a very good move on CCP's part. Gonna be a lot of screaming from the carebears about that, but you know, fuck carebears.
The bounty system is probably something that I will eventually use often. A few grief bounties to begin with on release day. The real meat of the bounty system, for me personally, isn't going to be released in December. The really exciting functionality, being able to set who can collect on bounties.
I'm going to make good use of the bounty system come the first iteration (and that iteration better be soon, like January or February, not stretching to the Summer Expansion.) I'll be able to set a 1B ISK bounty on Late Night Alliance, for example, and make it payable only to Fweddit. It's like giving out a salary to active members of the corporation. A little extra pocket money for everybody.
I already donate ships to the Fweddit cause. Fifty Thrashers just the other day. So donating something more liquid to the active folks will be an enticing and attractive new option.

HS mechanics don't change ... there is no reason for a carebear to get upset over a bounty ... they still can't be shot in HS without a wardec or suicide gank ... neither of which are anymore of a threat after the changes (and arguably less). Anyone willing to suicide to collect a bounty will be giving up a kill right which is a license to be attacked by everyone at anytime.

DeleteBounties will subsidize the ganking of that specific bear or bear corp though. CCP doesn't seem to like griefing for profit but nothing short of removing aggression from hisec will get rid griefing altogether. The vast majority of bears may be unaffected but the ones that bleat alot in local and make death threats in mails will be in trouble. This expansion has a very fitting name.
DeleteOkay Anon, but somebody still has to give enough of a shit to shell out that bounty on some random carebear. I don't see the "subsidy" aspect being much to write home about, as it pertains to carebears.
