Really depends on how many people are affected by a change.
Should CCP work on POSs? Yes if the screw it up enough people will scream for it to be fixed, again. Should CCP work on WH space? No, if they screw that up then it will just stay well and truly screwed for another 10 years.
It would be humanly impossible (certainly by this crew at least) to solve ALL of EVE online's problems. It would be significantly easier (and quite manageable by a semi-competent group of professionals) to solve ENOUGH of EVE online's problems. But CCP is terrible (You mean they didn't magically stop being terrible when we caught them once again being terrible :18 months: ago? Yes, isn't that astounding!) and is doing little more than paying lip service to EVE while devoting most resources to DUST (Wait, wasn't that one of the big things we were mad about :18 months: ago?) and changing a few numbers in a database (ship balancing) while muzzling any spirited dissent on their forums.
The problem is of course aggravated by the fact that pro-CCP trolls dominate the airwaves/blogs because they want access to CCP, or a job, or because they just want to be liked.
Fully half of the problems with Eve online are people like you, who think that everything CCP does is automatically 'bad for the game', but whom, when prompted for details, trot out either a ton of subjective bullshit, or who cite the length of threadnoughts where the same people poast their complaints ten or more times.
People play Eve because it's a sandbox, and then complain that there's poop in the sandbox even as they stare deeply into CCP's eyes and take a shit.
CCP is flawed and Eve online is flawed, but nowhere near as much as people like you seem to want to believe.
